ICT have been used in almost all sector including the agricultural sector. Millennial farmers who are literate in digital technology needed as the main actors in ICT-based agriculture. The purpose of this study is to identify the development of ICT in agriculture, identify the conditions of millennial farmers in ICT-based agriculture in West Java Province, and formulate policy strategies to address the gap between ICT development and the growth of millennial farmers. This research uses a multi-case study approach, an Institutional Analysis and Development (IAD) framework, stakeholder analysis, content analysis and Analytical Hierarchy Process (AHP). The Research were located in six Regency: Garut, West Bandung, Bandung, Purwakarta, Tasikmalaya, and Cianjur. The progress of digital business creates new startups, including agriculture. At least more than 30 agricultural ICT startups have been identified in their various business models. There are five agricultural ICT categories in Indonesia, there are agritech, data sharing, fintech, e-commerce and traceability. Millennial farmers in each location were identified as having several things in common, those are (1) non-staple crop farmers; (2) able to use a smartphone and access the internet; (3) has an interest in utilizing ICT in agriculture; (4) have been using ICT in data sharing categories, (5) and not all included as “milenials” age. Some farmers in this category have active interactions with the government which encourage digitalization in the agricultural sector. The results of stakeholder analysis shows that the group that must be involved in making policies are the Dinas Tanaman Pangan dan Hortikultura; and Dinas Perkebunan Jawa Barat. The AHP results indicate that the priority criterion is to increase farmers' interest in using ICT in agriculture (0.343), while the priority strategy is to optimize counseling and training ICT to farmers (0.272). text
