Summary:PDAM Tirtawening is the only one of the local company which have responsibility for serving drinking water in Bandung City. Otherwhise, in reality water serving in Bandung City haven’t meet with the goals to give the service for the whole city because of the limitation of product water that doesn’t still balance with water demand. East Bandung Region is one of the service area of PDAM Tirtawening that have the lowest service, especially in Gedebage Zone. In the others hand, based on Bandung City Urban Planning 2011-2031 that included in Local Regulation Number 18 of 2011, East Bandung Region is the part of area that should be have increased in water supply facilities. So, PDAM Tirtawening had a planning to develop the service area in East Bandung Region, which also need to provide raw water supply. For this case, because of the biggest source raw water that used by PDAM Tirtawening obtained from Cisangkuy River, and also the one that have the great potential to be used, then for this service area developing project the retrieval raw water of Cisangkuy River will be added. Because of Cisangkuy River is the part of surface water, the water treatment will be required before the water distribution. But, WTP Badaksinga that supposed to do the treatment is over capacity, then PDAM Tirtawening had planning to build another WTP which called Cikalong WTP that located at Lamajang Village, Pangalengan District. Cikalong WTP will be design to product drinking water to serve Gedebage Zona, East Bandung Region, which include three district, namely Gedebage District, Buah Batu District, and Rancasari District. Based on the goals that want to be achieved, that is serving 90% area in the planning periode for 10 years, start from 2020 until 2030, Cikalong WTP is designed to have capacity 700 lps. Analysis results of Cisangkuy River water quality control indicate that some parameters like turbidity, cadmium, chloride, deterjent (MBAS), total coliform, and fecal coli has content that over the water standard on Regulation of the Minister Health Number 492 of 2010. There will be 3 alternative design for Cikalong Water Treatment Plant (WTP). Hereinafter, it will be decide to select the best alternative using Simple Additive Weighting (SAW) method, and the selected alternative is alternative 1. The selected treatment consist of pre-chlorination, coagulation, powder activated carbon, flocculation, sedimentation, rapid sand filter, and disinfection. While for wastewater treatment in the form of sludge will be treated using sludge drying bed. Design of Cikalong WTP includes the calculation of design of each unit, technical specifications, and technical drawings of each unit. Cikalong WTP is planned to be built in Lamajang with an area of 15,045 m2. Total budget plan for design of Cikalong WTP needs cost as much as IDR. 64,417,492,000.00.
