Summary: | Human Resources Development Agency of Energy and Mineral Resources (HRDA EMR) in January 2018 has been approved as a Public Service Agency. The Public Service Agency makes a fundamental change in terms of budget and financial management. Initially the organization's operating budget originated from the State Revenue and Expenditure Budget, but after becoming a Public Service Agency organizational funding came from the organization's operational activities. Like State-Owned Enterprises, Public Service Agencies are given flexibility in financial management that aims to seek profits from their operational activities. In the Business and Budget Plan, the Public Service Agency is given a revenue target by the Ministry of Finance as the advisory board. The main business practices carried out by the Public Service Agency in HRDA EMR are implementing the education, training and certification of the energy sector. Transformation into a Public Service Agency is the basis of this research, because of the changing paradigm of budgeting and the delivery of information to the public regarding changes in the organization. This study intends to analyze the decision-making process on the promotion mix of the HRDA EMR Public Service Agency. Problems that arise are identified through discussions and interviews with experts from the four work units of the HRDA EMR Public Service Agency. These problems were analyzed using the Analytic Hierarchy Process (AHP) where the data used was obtained from the results of the questionnaire conducted. This study found that the promotion budget was the most influential main factor in the promotion of HRDA EMR Public Service Agency. Consider that after becoming a Public Service Agency the source of funding from the State Budget is stopped. Then the main priority goal in this research is to convey the HRDA EMR Public Service Agency to the community, which means that it can levy tariffs on PSA services. Furthermore, alternative promotional activities that are the top priority are increasing publicity and personal selling by collaborating with local governments and the energy sector. |
