DESIGN RECYCLING FACILITY OF MOBILE PHONES, LAPTOPS, AND TELEVISIONS (CRT, LCD, AND E-PLASTIC) IN BANDUNG CITY
The city of Bandung does not yet have regulations, and the implementation of special management of electronic waste. Based on preliminary survey results, obtained 3 e-products at the most, and are often replaced with similar types of e-products namely cellphones, laptops, and televisions. The survey...

Based on preliminary survey results, obtained 3 e-products at the most, and are often replaced with similar types of e-products namely cellphones, laptops, and televisions. The survey results to 400 samples of the household sector, and 12 samples of the non-household sector, the generation of mobile waste, laptops, and televisions in 2019 amounted to 10.22 tons / day. Based on the attachment of Government Regulation No.101 of 2014 concerning Management of Hazardous and Toxic Waste, electronic waste is hazardous waste. If not managed properly, electronic waste can pose a risk to health and the environment. The recycling facility of CRT, LCD and e-plastic components from mobile, laptop and television waste in the city of Bandung is designed to utilize CRT, LCD and e-plastic components into glass cullet products, as well as plastic pellets that can be used as raw material substitutions . The recycling facility is designed with a service percentage of 91.42%, and a recovery rate of 80%. Waste generation entering the recycling facility is the largest generation from projections between 2019 and 2029 then multiplied by the percent of service. The value of the generation is 26.38 tons/day. The size of the generation is the basis for the design of the capacity of the recycling units, and the dimensions of the recycling facilities. CRT, LCD and e-plastic recycling units include shredder, cutting mill, vibrating screen, CRT hot wire separator, glass crusher, plastic granulator, and plastic pelletizer. The facilities designed are drop-off areas, waste storage rooms, waste recycling rooms, tool storage rooms, product storage rooms, and residues, and infrastructure. Facilities and infrastructure Facilities and infrastructure include administrative offices, toilets, fire fighting equipment and systems, first aid facilities, ventilation requirements, and human resource requirements. The amount of CAPEX needed to build a planned recycling facility is Rp.26,651,193,344.97 then the cost per m2 is Rp.2,193,909.39. OPEX per ton of waste amounting to Rp23,931,174.42. The gross income that will be obtained annually from recycling activities is Rp.79,891,532,927. The payback period of 11.16 months shows that the mobile, laptop and television waste recycling facilities in the city of Bandung will reach an economically balanced point because the investment costs will return within the period of 11.16 months. The net present value, and the benefit cost ratio of planning more than one recycling facility, then the plan can be considered feasible. text |
