The objective is to identify any gaps between the success factors and the actual practice, and to recommend business solutions. Goodbank Institution is an essential government institution for the economy. The technological environment is undergoing rapid change, and institutions like Goodbank must keep up to effectively serve its mission. To meet this challenge, it is undergoing a major 9-year transformation program comprised of parallel major software projects that touch on all aspects of the Institution. The research looks at an essential part of this program: the Institution’s capacity in the management of software Projects. The research uses the qualitative social sciences methodology. The conceptual framework is based on the Project Management Body of Knowledge, sixth edition and academic literature on Project Management. The primary data is collected from interviews with software project stakeholders in the IS Department, and the secondary data is obtained from the Organization’s documents. Primary data is interpreted using coding and concept formation. Based on this data, the research concludes that some areas the organization can strengthen is its capacity for managing project scope & stakeholders, its project management competency and resource availability management, its support for Agile project management, as well as how it measures project success. Recommended actions include establishing new Standard Operating Procedures, proposing regulation changes for items that affect multiple Departments, proposing new employee KPI, and fulfilling PM employee requirements. text |
