Summary:The role of sea transportation mode is very important as a pulse that cannot be broken in the supply chain of energy distribution in Indonesia which is an archipelagic country with the complexity of its route patterns. In this case PT Migas Tankers whose duty is to channel energy certainly depends on the reliability of the performance of tankers (BBM and Non BBM) so that there is no critical or scarcity of national stock. As much as 80% of the distribution of domestic energy through sea and river routes is done by using chartered vessels that are dominated by Time Charter-based charter patterns. The current portrait is the increasing frequency of claims for charter vessel performance from year to year due to the actual performance of charter vessels which is below charter party guaranteed, namely claims off hire, slow speed and slow pumping along with their bunker claims as excesses of the three claims. This research was conducted to (1) obtain answers to the root causes of many charter vessel performance claims and (2) provide recommendations for improvements to improve the performance of charter vessels in the future as a preventive measure in order to obtain reliable charter vessels. Through qualitative research methods based on in-depth interviews involving internal and external respondents, it was found that the dominant cause of the unreliable performance of charter vessels was due to the absence of pre-delivery survey prior to the procurement process of charter vessels. So that in this case will be discussed further regarding the obstacles and efforts that need to be done to apply the pre-delivery survey in the process of procuring chartered vessels at PT Migas Tankers. Another dominant factor is the age of the vessel which is relatively old, then it is recommended for the program to limit the minimum age requirement for charter vessels (YOB rejuvenation program).
