EVALUATION OF TOLL ROAD MAINTENANCE STRATEGY USING HDM-4 (CASE STUDY : PURBALEUNYI TOLL ROAD)

Toll road is an alternative road managed by Toll Road Company (TRC). TRC functions as a developer and operator of toll roads to meet Minimum Service Standar (MSS). In carrying out MSS fulfillment, TRC must carry out road maintenance and repair activities. Purbaleunyi Toll Road is now frequently...

TRC functions as a developer and operator of toll roads to meet Minimum Service Standar (MSS). In carrying out MSS fulfillment, TRC must carry out road maintenance and repair activities. Purbaleunyi Toll Road is now frequently encountered with high repetition damage to road pavements. Maintenance strategies and limited funds are often obstacles in optimizing toll road repair and maintenance efforts. So that it needs an effective and efficient way so that the costs incurred as effectively as possible with the results as much as possible. This study examines the optimal solution in the maintenance of the Purbaleunyi toll road with HDM-4 so that the MSS set by the government can be implemented properly. The analysis was carried out by conducting a road deterioration model to predict road functional conditions, evaluating and optimizing maintenance strategies by taking into account economic aspects (NPV, BCR, IRR and MIRR) and IRI values. The HDM-4 modeling results show that the best optimization is to maximize the NPV value by obtaining an average IRI value of 3 m / km and the annual cost incurred some are still below than the availability of the Purbaleunyi Toll maintenance fund. While optimization by minimizing the IRI value obtained an average IRI value of 2.7 m / km and the costs incurred per year exceeded the availability of existing maintenance funds. In order for the analysis to be conducted to give good results, it is necessary to do further research on the calibration factor parameters in each damage model and do optimization in terms of budget. text
