Summary:At present, based on DGMC database, there are 68 Coal Contract of Work, 1 BUMN IUP coal company, and 60 Foreign Investment IUP coal companies. In the Provincial Government provides supervision of 1,164 Domestic Investment IUP coal companies. With a large number of coal companies that must be monitored and guided by the government, it is difficult to manage and use data properly. Therefore the government is considered to have the policy to regulate it. Until now, the MEMR through the DGMC has not yet regulated policies to require mining companies to submit data on exploration activities wether in the form of raw data, evaluation data, analysis of data results or data interpretation from all series of exploration activities to the government. In this Final Project, the author uses primary (FGD and interview) and secondary data (literature review). The author also uses Soft System Methodology (SSM) was developed in response to the limitations of the systems engineering approach with dealing the social complexity about human situations, strengthened with SWOT Analysis and Dunn's Policy Analysis. After data collection, processing, and analysis, it can be concluded that the formulation of policies regarding the management and utilization of coal exploration data needs to be done as Draft Decree of the Minister of Energy and Mineral Resources on Management and Utilization of Exploration Data regulates the technical guidance for delivering data and the types of data that must be submitted by companies based on each stage of exploration, and for future plan, an online data storage system will be made that can be accessed by all stakeholders for ease of use with the aim of formulating strategic policies.
