Summary: | The increasing growth in the number of vehicles for transportation, both on land and at sea, increases the need for oil use in Indonesia. Oil lifting declined with only 778,000 Barrels Oil Per Day (BOPD) not enough to meet the needs of 1.600.000 BOPD. To overcome this shortcoming, the government fulfilled it by importing oil from abroad. Continuous imports can increase government spending if exports are carried out less.
The government through its maritime energy program tries to diversify its energy to maintain national energy security by reducing fuel consumption, increasing domestic gas use, and increasing the welfare of small fishermen through the conversion of premium fuel to gas fuel by reducing the cost of fishing. This policy was implemented with President Regulation number 126 of 2015 concerning the supply, distribution and pricing of liquefied petroleum gas for fishing vessels for small fishermen.
This study tries to explore the application of government policy in a one-cycle policy framework with qualitative analysis. Information was obtained from the literature and interviewees from sources from the Directorate General of Oil and Gas, KKP, DKP, PT. Pertamina, Project Implementer, Project Supervisor, and fishermen in Cirebon City. The government system in Indonesia, which is divided into centers and regions and involves various stakeholders is a challenge in the process of policy formulation and implementation of policies. From the results of the study there are several problems in the policy cycle, namely; the determination of the criteria for small fishermen in the MEMR strategic plan has not been optimal, some of the data on fishermen are invalid, there is no evaluation and monitoring program, there are no LPG tubes specifically for fishermen.
The recommendation given for the development of this oil-to-LPG conversion program is to disseminate and encourage individuals or companies to procure goods independently. Besides producing special LPG tubes needed so that the distribution is more targeted and easier to recognize if LPG tubes are left on fishing vessels, updating data fishermen on a regular basis, it is necessary to do a study so that ships and ship engines are given ID numbers / ownership certificates attached to the user's fishermen. Ships and engines for small, highly mobile fishermen to change hands, ships and machinery can be loaned and moved quickly. The Directorate General of Oil and Gas or KKP and DKP need to recruit competent new workers. Increased research to develop technology to convert diesel fuel to LPG works with other countries because most fishermen in Indonesia use more diesel than gasoline. |
