In Timor Leste, data from the national occupational risk prevention agency (Direção Nacional da Prevenção dos Riscos Profissionais), in 2018 recorded work accident rates of 283 registered cases with details of 33 dead, 27 disabled and 1,223 minor injuries and data This accident only occurs in the construction work implementation environment. The purpose of this study is to critically investigate the constraints and obstacles faced in implementing effective health and safety practices in the Timor Leste construction industry and also provide appropriate recommendations to improve those practices. This research method uses descriptive analysis with a type of qualitative approach that is carried out through the use of primary and secondary data collected from questionnaires and literature review. This study specifically explores how the implementation of Occupational Health and Safety in East Timor and compares the OSH policies or rules that apply in Timor Leste with the OSH Rules that apply in Indonesia. From the results of this study it is known that the implementation of Occupational Health and Safety in Timor Leste is very bad because of its weak laws, no specific K3 rules for construction, no cost for implementing K3, no awareness of construction companies or contractors. the importance of K3 in construction projects. For this reason, it is recommended to the government that the Government should issue regulations regarding the implementation of Occupational Safety and Health (K3) programs that are newer and clearer so that the implementation of this program can run well, construction service companies / contractors can further implement the implementation of this program to reduce work accident rate. text
