Summary: | Energy buffer reserves are a must as part of maintaining broader national energy security. Even though its existence cannot be felt directly, when a disturbance condition occurs, the role of the buffer reserve becomes important to stabilize the condition. Ideally, the Buffer Energy Reserves are conducted by the private sector because they do not burden the government. In countries with advanced economies, the bussiness process of the Energy Buffer Stock is left to the private sector, the role of the government as a regulator is to oversee and audit the implementation of bussiness process of the Energy Buffer Stock. However, some developed countries still carry out bussiness process carried out by the state as an effort by the state to maintain the stability of potential fraud that might occur, usually these countries are involved in a lot of geopolitical tensions.
This Final Project is carried out using the PESTLE analysis method to describe the influential factors in the development and implementation of Energy Buffer Reserves in 25 countries in the World that have implemented energy reserves. The elaboration results will be used as Criteria and compared with current conditions in Indonesia based on the results of interviews with relevant stakeholders through an assessment using the Analytic Hierarchy Process method to determine which alternatives are appropriate to be applied in Indonesia.
The results of the PESTLE analysis in 25 countries can be grouped into 3 Energy Buffer Stock bussiness process groups, including the government bussiness process group, the private bussiness process group and the government and private synergy bussiness process group. The three alternatives were assessed through the AHP method. The results of his research are that for now Indonesia needs to apply the bussiness process pattern of government and private synergy energy buffer reserves. The results of the analysis are based on several obstacles, including the limited budget for the procurement and bussiness process of buffer reserves, the absence of regulations that strengthen the role of the government in its function as control over the implementation and supervision of the Buffer Stocks, Indonesia's lagging in the development of renewable energy as an alternative to energy reserves. Energy, and there are those who want this buffer reserve to not be implemented.
The solution is to immediately set regulations related to the bussiness process of the Energy Buffer Stock as a basis for the government's reference to implement and supervise the bussiness process of the Energy Buffer Stock that is carried out based on government and private synergy. Limitations of the State Budget can be covered by increasing private participation through investment and placement of private stocks in the territory of Indonesia which will be used by the state when the state needs it. To maintain the effectiveness of its implementation, it is necessary to increase government control in the form of supervision and audit accompanied by strengthening regulations as a legal umbrella. In addition, the role of the government in protecting geopolitics and the economy is crucial to maintaining a healthy investment climate. |
