STRATEGY TO IMPROVE NATURAL GAS INFRASTRUCTURE DEVELOPMENT SUPERVISION IN INDONESIA

The natural gas development in Indonesia has become a focus for the current Government since it is the motor for economic development and to support Indonesia’s energy mix. Unlike oil that can be easily transported, natural gas needs to have a proper infrastructure to be delivered and well used for the good of the people. Having such situation, the Government regulates the natural gas infrastructure development in order to manage the natural gas infrastructure development so that it is efficient and well – planned. Such management is done by having supervised the Natural Gas Business Company in a form of granting permits, i.e: Special Rights, Temporary Permits, and Business Licenses. Until today, the Government still re-works to improve the most efficient supervision of natural gas infrastructure development, so that it could be developed rapidly. This research question is what the strategy for the Government to supervise the natural gas infrastructure development, so that it is able to encourage the Natural Gas Business Company to invest more in gas infrastructure without any additional burden from the Government. Research and analysis are made upon natural gas regulation, recent natural gas infrastructure development, and how the practical management of the natural gas infrastructure development. This research is using the method of qualitative analysis based on literature, paper study, and interviews with related experiences person. Theoretically, simplifying the permits in order to supervise the business is necessary since it is more efficient for the Natural Gas Business Company but not losing the authority for the Government to control and supervise the natural gas infrastructure development. The current concept of how the natural gas infrastructure development has been a new era of the natural gas business and it is such a challenging situation for the Government to re-new their supervision system. Having analysis the problems, the best solution to improve current natural gas infrastructure development in Indonesia is by doing the simplification or specifically, making standardization and integrated system between Ministry of Energy and Mineral Resources and Downstream Regulatory Body. By making such standardization and the integrated system it is expected a simpler process of the approval of natural gas infrastructure development.
