Many of Oil & Gas company conducting any efficiency and optimization program on their operational activity so they could stay competitive to survive on the business. One of the efficiency and optimization program is to ensure every facility that used on operation is in optimum condition and reliable so it can be used to generate maximum production and minimize shutdown time that can cause production loss or LPO ( Loss Production Opportunity). Rangau water pipeline that operated by PT. PPI in recent years experiencing leakage problem which disrupted operational activities and also has potential hazard to local community at surrounding pipeline. Due to operational need, those water pipeline still used to support operational activities of PT. PPT, therefore it’s need a comprehensive analysis for repair and improvement plan to solve this pipeline issue. This final project is conducted to formulate the solution and recommendation for proposed alternative improvement of Environmental, Safety and Operational issue which identified on PT.PPI water pipeline. This final project is made for the selection of optimal solution from identified alternatives. Environmental, safety and operation issue have been evaluated by Kepner Tregoe (KT) Situational Appraisal. The root cause from environmental and safety issue then analyzed by KT – Problem Analysis and verified by 5 whys method. To obtain potential alternatives as the solution for the problem, Value Focused Thinking (VFT) method has been used. For alternative selection process, the combination of Analytic Hierarchy Process (AHP) and Simple Multi Attribute Rating Technique (SMART) method were used to evaluate the alternative. Qualitative analyses for pair wise comparison are made by group discussion that consist of four people that has deep knowledge and experience in Pipeline engineering, project management, construction and operational activities. Result from those analysis then will be proposed to the decision maker. The alternative which will be proposed to solve this issue is by full replacement with HDPE pipe. The result from this research then will be proposed to be a project that will be managed by project management concept.
