Summary:The flood in Andir Subdistrict, Baleendah District, Bandung Regency, has occured since 1986 until now. According to the law, the countermeasure of flood is a responsiblity that involves the government, private sector, and civil society. The purpose of this research was to investigate the implementation of disaster risk reduction (DRR) based on community participation that is implemented to minimize the the disaster risk. This research has been undergone by using the convergent parrallel mixed methods, namely the qualitative and quantitative ones. The primary data were obtained from questionaires and structured interviews that involved stakeholders from Regional Agency of Disaster Countermeasure (BPBD), Watershed Council of Citarum (BBWS Citarum), hamlet organization, and B2C2 (Komunitas Barudak Baraya Cisangkuy - Citarum). To proceed the questionaries, the cluster analysis was undertaken by using SPSS, while the triangulation method was served to analyze the structured interviews. Then, the Multi-level Perspective (MLP) and learning analysis were utilized to carry out the flood-exposed community's readiness in overcoming the flood by community participation-based DRR. The community from the first cluster has the higher preparedness of community participation-based DRR, while the one from the second cluster is less prepared. Based on the MLP analysis, the agenda harmonization between the community - which is facilited through the B2C2 community - with the Coordination Team of Water Resource Management of Citarum River Area (TKPSDA WS Citarum) contributes in increasing the area's awareness towards flood. The analysis on learning process shows that the Ngobrol Pintar (Ngopi) influenced the circulation of DRR knowledge. Other than that, B2C2 community of TKPSDA WS Citarum have gained tranining on evacuation and operation and were able to maintain the floodgate, either independently or by training.
