Two specific agreements in the field of tobacco products under the auspices of the World Health Organization (WHO) to address the illicit tobacco trade are the Framework Convention on Tobacco Control (FCTC) and the Protocol to Eliminate Illicit Trade in Tobacco Products which state the importance of establishing a tracking and tracing system. The importance of the track and trace system has been widely studied in the food industry and pharmaceutical industries and produced several frameworks to ensure traceability. This study aims to develop a traceability framework in the tobacco product sector by examining published traceability frameworks in the food industry and pharmaceutical industries to then be adjusted to the requirements of the FCTC Protocol and GS1 Standard and to design an interoperable National Track and Trace System for the tobacco product sector. The method used is Design Science Research Methodology (DSRM) for Information System Research. The results of the research are the TraceTobacco Framework which consists of seven elements that play an important role in the development of the tobacco track and trace system and the TraceTobacco Methodology which outlines five steps that must be followed in designing an interoperable tobacco track and trace system. In addition, the study also produced a National Track and Trace System design for tobacco products that is compatible with Critical Success Factors (CSF) for tobacco traceability. An effective National Track and Trace System will secure the supply chain and prevent the illicit trade of tobacco products so that it will have an impact on improving public health, protecting state revenues and legal economic operators. text
