The selection of the capital expenditure (CAPEX) program is one of the most important activities of PT. Angkasa Pura II. The selection of the CAPEX program is a complex problem involving multi-qualitative and quantitative criteria. The process of determining the selection of capex program that are in line with the company's roadmap and has the most optimal benefit in each year, currently there is no formula or standard that can be used as multi-criteria decision making, and method of Analytic Hierarchy Process (AHP) is one of the method which can be used to resolve this problem. Research in this thesis uses literature studies, interviews with informants, pairwise comparisons for interview results, using Expert Choice software for data processing and verification of decision-making models. The use of the AHP model to determine the most optimal capital expenditure program for a company can be implemented and helps with consideration of decision making based on multi criteria. In addition, the results show that applying the development of a multi-criteria decision model for program evaluation and selection with the proposed AHP model by assessing the performance of each program can reduce the time needed to choose the most optimal capital expenditure program for the company.
