Buleleng Sub-district consists of 29 villages with an area of 46.44 km2. Waste generation is expected to increase every year with population growth and urban growth. Waste problems in Buleleng Sub-district are lack of public awareness of waste sorting at the source, unmanaged waste that has the potential to pollute the environment, and also Bengkala landfill predict will full at 2022. These problems underlie the need for develop of a waste management system in Buleleng Sub-district. The planned waste management system is a semi-centralized system. Waste management planning is based on primary data on waste sampling, observations, interviews and also questionnaires related to waste management in Buleleng Sub-district. Secondary data that support planning are national waste management strategic policies, regional strategic policies, regional spatial plans and Buleleng Regency waste management master plan. The planning period for 20 years in 2020 to 2040 with a moderate type of planning where the percentage of waste minimization at the end of the period reaches 52.62%.Planning includes sorting at sources, collection of rubbish, site selection of 3R facilities, processing of waste in 3R facilities. Based on the calculation results, TPS3R requires 12 units with a capacity of 3.89 tons / day to process organic and inorganic waste in 12 selected villages. Another planned 3R facility is the Composting Facility with a capacity of 23.5 tons / day to process organic waste from urban areas. Other waste management facilities that are also planned are 53 units of communal residue containers. The number of collection tools needed are 44 units to collect waste from the source to the residue container. The number of transportation equipment needed are trucks with five trucks to collect organic residue and two trucks to collect inorganic residue. Other programs that are also planned to support waste management in Buleleng Sub-district are the development of a waste bank, the separation of institutional regulators and operators of waste management, and the implementation of waste incentives and disincentives policies. text |
