The increase in population goes hand in hand with an increase in the need for water. Bandung has a vision of development as a dignified city, with one of the missions to improve the quality of the city's environment. To carry out the mission, one of the development directions is to increase the quantity and quality of adequate water (RTRW of Bandung City 2011-2031). Based on the 2018 BPPSPAM the water loss figure for PDAM Bandung City is 45.69% and Bandung Regency 27.98%. While the 2015-2019 RPJMN is targeting 100% of drinking water services by 2019. Therefore, the West Java Provincial Government through PT Tirta Gemah Ripah facilitates Regional SPAM which is expected to be able to increase public access to clean water and provide a level of drinking water supply services that more optimal according to the South Bandung Raya region both cities and districts of Bandung (Perda, 2017). The development of the South Bandung Regional SPAM will be divided into three project phases. At present the development of Regional SPAM IPA phase I has been built with a capacity of 350 lpd with water sources originating from the Cisangkuy River and the Cikalong hydropower outflow, and planning will be carried out for phase II Regional SPAM IPA development with the same water source as Phase I. For phase II, it will supply water to two offtakers, the first is the Bandung City offtaker of 150 LPD (Bandung Kidul District, Bojongloa Kidul District, Kiaracondong District). While the second offtaker of Bandung Regency is 200 lpd (Katapang District, Margahayu District, Margaasih District, and Soreang District). Based on laboratory tests, there are nine water quality parameters that do not meet the quality standards of the Minister of Health Regulation No. 492 of 2010 and Government Regulation Number 81 of 2001, namely fecal coli, total coliform, fluoride, color, turbidity, iron, detergent as MBAS, BOD, and COD. By analyzing the parameters that must be treated, the selected water treatment process series is the conventional method, namely the coagulation, flocculation, sedimentation, filtration, disinfection, and reservoir units. The selected filtration unit is a quick sand filter, the type of disinfectant used is chlorine, the selected reservoir unit is the ground reservoir, and the sludge drying bed is the processing of sludge. text
