This causes an increase in primary, secondary, and tertiary needs. With this increment, the waste generated by the community will continue to increase in quantitative and qualitative terms. Waste that is not handled properly and responsibly will potentially pollute the environment. Malang Regency Government has tried to deal with the problem of municipal solid waste that has been produced by the community, namely by providing a final waste processing site (TPA) which is a manifestation of the responsibility of the Malang Regency Government in an effort to handle municipal solid waste generated by the Malang Regency community. The provision of waste handling facilities is regulated in UU Nomor 18 Tahun 2008. Until 2019, Malang Regency has four final disposal facilities, one of which is the Talangagung TPA. According to 2014 data, the landfill area is only 0.4 ha and it is predicted that this landfill can only serve waste in less than five years. In addition, based on the risk index assessment conducted based on Permen PU Nomor 3 Tahun 2013, the actual Talangagung Landfill is included in the category of medium hazards so that there is a need for rehabilitation of the Talangagung Landfill to be a controlled landfill so that the level of pollution produced is reduced. Therefore, an expansion of Talangagung Landfill is needed. The land used for the expansion of the landfill is 2.1 ha. Household and non-household waste that will be affected comes from TPST which will be built and serves two UPTDs namely Kepanjen UPTD and Bululawang UPTD. The amount of waste generation to be contained is 20,367 tons / year. The land to be used as a landfill zone is 1.4 ha. The remainder of the land will be used for facilities and infrastructure to support the landfill. The landfill method to be used is sanitary landfill by filling in the available pit. The landfill is planned to operate from 2021 to 2028. The landfill will be equipped with a base liner system using HDPE geomembrane, geotextiles and leachate drainage systems. Leachate distribution system will be installed with fish bone models and pipe diameters of 10 and 12 inches. To handle leachate formed, the expansion of the landfill is equipped with a recirculation system and IPL consisting of equalization tanks, anaerobic tanks, facultative bodies, maturation tanks, constructed wetlands. Sludge produced from IPL will be processed using sludge drying bed. The gas produced from the waste degradation will be channeled using gas ventilation which will later be connected to residents' homes to be used as alternative fuels. Some of the gas that is not utilized will be burned using flares. It is estimated that the total cost required to build a Talangagung Landfill is Rp24,008,687,433; 00 with an annual operational cost of Rp1,786,916,196.00. text
