With this much production, coal mining can increase state income of capita. The territory of Indonesia with the most coal-producing new mines is in Kalimantan. One of the coal producing regions in Kalimantan is Sungai Loban District, Tanah Bumbu Regency. Transition of land functions from forests to mining areas causes an accelerated run off rate and prolongs the rate of infilitation into the soil. The tropical climate in Indonesia also "helps" in the destruction of the environment. High evaporation, high humidity and high temperatures cause high rainfall. High rainfall and deforested forests cause environmental damage. Based on Government Regulation Number 22 of 1982 years concerning Water Management Arrangement explains that there is a need for the administration of water management which includes all efforts to regulate guidance such as ownership, control, management, use, operation and supervision of water and its sources, for supervision of water and its sources, in order to achieve benefits as much as possible in fulfilling the livelihoods and living conditions of the people. Mining parties as managers must maintain the quantity and quality of water in the Kusan Block. Therefore, there is a need for water management that aims to ensure that the quality and quantity of water in the Kusan Block are close to or equal to the conditions prior to mining activities or to achieving quality standards. One of the ways to manage water is to create a retention pond. text
