PROBLEM SOLVING USING DECISION ANALYSIS TOOLS TO IMPROVE PROJECT EXECUTION PROCESS AND PROJECT ORGANIZATION MODEL AT BROWNFIELD AREA

Compliance to Government of Indonesia regulation in industry of oil and gas is important specially in oil processing facility by certifiying the hydrocarbon tanks as mandate in KepMen 84K/1998 by Certificate of Equipment Use Wothiness (Surat Kelayakan Penggunaan Peralatan/SKPP) issued by Directorate General of Oil and Gas – Ministry of Energy and Mineral Resouces. In order to obatin SKPP, hydrocarbon tank shall have good integrity by repair those tank using Industrial Standard API 653 code. During project execution, PT. Aboutech Energy Bersama (pseudonym name) is one of oil company that operate in Indonesia, PT. AEB have experiences face challenging situation that lead to gap for project completion schedule from the original plan. The following item count as issues for this project: organization capability to execute this project that involve cross functional team in the PT. AEB’s organization; project located in CGS premises as brownfield area and condition of the existing tanks. The intent of this research is to problem solving and analysis the issue and root cause using decision analyst tools and focus on selection for project organization model. The problems assessed by Kepner Tregoe (KT) - Situation Appraisal, the current problem is assess using KT-Problem Analysis (PA) and the potential problem that might occur in the future assessed using KT- Potential Problem Analysis (PPA) while for the Decision Analysis (DA) assessed by combination tools of decision making process: Value Focused Thinking (VFT) is used to gained potential relevant alternatives in accordance with the values and goal to be achieved while the selection alternative is analyzed by using a combination of Simple Multiple Attribute Rating Technique (SMART) – Analytic Hierarchy Process (AHP). Qualitative analyses of pairwise comparison is conducted using group discussion. The proposed alternative for Project Organization Model is Alternative-3 Combine Organization along with improvement as recommended in KT stages. The resullt of the research is proposed to be formed and implemented to meet with project goal and objectives especially execution in brownfield project.
