Pangandaran district as one of the centres in fisheries cultivation has a long coastline, with extensive sea-land coverage, and abundant fish potentials. However, this area currently under managed and cannot reach the potentials that offered this area, especially in terms of the fisheries development and cultivation activities. This issue is critical to be addressed since the fisheries cultivation practice is a promising solution in facing the famine condition. One of the approaches to further develop the fisheries cultivation is by using the adaptive co-management approach. This approach aims to develop the eco-friendly cultivating activities with inclusively integrating all the stakeholders involved in the activities such as fisherman, government and organisations. Hence, this research aims to formulate the strategy in fisheries cultivation with identifying the deciding factors, analysing the development of fisheries cultivation, and formulating the strategy in fisheries cultivation activities. This research was conducted using a case-study method with an in-depth interview to the stakeholders involved in the fisheries cultivation activities from the three sub-districts in Pangandaran. The data obtained from the interview is analyzed using the mixed-methods of quantitative-descriptive approach. Analytic Hierarchy Process (AHP) is used to analyze the fisheries cultivation management, and SWOT (Strengh-Weakness-Opportunity-Threat) analysis is conducted to formulating the strategy. The findings indicate that there is a need to develop the fisheries cultivation management with the reciprocal relationship between the government and the organisations with the adaptive co-management (35.90%). Several factors that support this strategy are public awareness, skills, land access and the management development of fisheries cultivation resources. In order to aid this strategy, there is a need to establish a program that sustenance the management development, with a supportive policy framework, including the technological availabilities, resource enhancement, and fisheries cultivation management that accommodates the principles of adaptive co-management. text
