The great green open space can be measured through the fulfillment of comfort and safety aspects (Sakip et al., 2014). The great green open space can provide opportunities for persons with disability to reach the stage of self-actualization or independence, which is based on self-confidence factor and desire to be independent, as well as the ability to environmental adaptation (Vladusic, 2008). Based on observations made, one of the green open space in Bandung that can be adapted by persons with disability is Taman Balai Kota Bandung. This research was conducted with the aim to find out the relationship between the comfort and safety of Taman Balai Kota Bandung as environmental factor and visual aspects and how it affects the level of independence of persons with disability. This study uses a qualitative descriptive approach and case studies to understand problems that occur directly. Primary data collection was obtained through in-depth interview surveys and focus group discussions on 6 respondents with physical disability, direct observation at Taman Balai Kota Bandung and document/ documentation review. While secondary data is obtained through the results of literature study analysis. The research problems were analyzed by evaluating the comfort and safety of Taman Balai Kota Bandung based on the relevance of quantitative (physic) comfort and qualitative (psychological) comfort theory in outdoors (Reiter, 2004), relevance of park safety theory (Yucel, 2006), the application of design principles universal and green open space accessibility standards that refer to the Park Evaluation Manual by the Victoria State Government in 2013. This study found that quantitative (physical) comfort and safety of Taman Balai Kota Bandung are not fulfilled for persons with physical disability. The aspects in quantitative comfort (physical) of green open space are accessibility, visual, audial, thermal and air movement, while green open space safety aspects consist of lighting, layout, surveliance, accessibility, maintenance and activities. Factors that encourage the desire of persons with physical disability to continue visiting Taman Balai Kota Bandung as recreational facility is qualitative (psychological) comfort. Aspects in qualitative comfort (psychological) are identification of the atmosphere, relationship of context, perception of potential control, variability of environmental conditions, sustainability of environmental conditions, naturality of place, meaning of place and adaptive capacity, complemented by socio-cultural and transcendent aspects. In addition, the study found that the comfort and safety of Taman Balai Kota Bandung can affect the level of independence of persons with disabilitiy. If the level of comfort and safety of an environmental increases, the level of independence of one's activities also increases, and vice versa. text |
