Summary: | Sea cucumber management in Kepulauan Seribu National Park (TNKpS) under the management of the Ministry of Environment and Forestry (KLHK) is included in the category of state property that has a tendency to open access because it has not been well defined between resources and their managers so that it leads to common pool resources (CPrS). CPrS resources have characteristics that can be used together but no one is responsible for caring for them. Sea cucumbers as a resource that has a high economic value in the market cause the decline in stock in nature. The situation needs to be anticipated, so research is needed in designing sustainable sea cucumber management institutions. This can be achieved through sub objectives: 1.) Analyzing the factors that affect the suitability of life of sea cucumbers in a sustainable manner in TNKpS; 2.) Analyzing patterns of interaction in the management of sea cucumbers in TNKpS; 3.) Analyzing the performance of sea cucumber management in TNKpS.
The research location is in the TNKpS area with 20 respondents. The research approach used is the Institutional Analysis and Development (IAD Frame-work) framework which is carried out using qualitative descriptive analysis methods, content analysis, stakeholder analysis and hierarchical proccess analysis (AHP). Based on the results of the analysis it is known that the socioeconomic factor has the greatest influence (41%) on the management of sustainable sea cucumbers in the TNKpS. While the institutional and environmental factors are respectively 39% and 20%. In addition to these factors, the pattern of interaction between stakeholders in the TNKpS becomes important for the sustainability of sea cucumbers. Balai TNKpS as a key stakeholder has a high importance and influence, so it should be able to synergize with other stakeholders, especially with fishermen who are the primary stakeholders, but there are several conflicts that occur at this time. There are no formal regulations that specifically address sea cucumber fishing regulations, so that both permanent fishermen and fishermen from outside the area can easily catch sea cucumbers. Performance that has not been optimal in the management of sea cucumbers becomes one of the considerations for institutional arrangements for the management of sustainable sea cucumbers.
