All aspects studied shall also consider to the all stakeholder’s concern. In this study, there are two alternative types of road relocation designs proposed, namely realignment and overpass in the relocation plan of Hegarmanah road and Tegallaja road, which were affected by the Jakarta Bandung High Speed Railway. Both alternatives will be examined using the AHP (Analytical Hierarchy Process) method. From the point of view of the affected local residents and government stakeholders, both alternatives are considered through additional mileage, disruption during construction and negative social impacts. Furthermore, the weighting of the two stakeholders' results is taken into consideration by the owner's stakeholders by being accommodated into a local resident resistance criterion, outside the five other criteria that being concern of the owner, including construction costs, land acquisition costs, maintenance costs, construction time and land acquisition time. The results weights of the owner stakeholders then will be the basis for choosing alternative designs, by multiplying the weights by scores for each criterion so that an alternative weight is generated. From the results of affected local residents analysis, additional mileage occupied the top position of affected local resident’s criterion, then it’s followed by negative social impact criteria and disruption during construction. From the results of government's perspective analysis, negative social impacts occupid the first position of government concern, followed by additional mileage and disruption during construction. Both results are then considered by the owner as the decision maker, one of which is to minimize community resistance. The results owner's perspective analysis, the best alternative that the owner can choose is Alternative 2 - Overpass, based on the results of the scoring criteria shows that the alternative has advantages over the land acquisition cost criteria and has little potential to cause community resistance due to additional mileage which is the main concern of affected local residents can be accommodated, then the alternative chosen also accommodates the main attention of the government where the negative social impacts that are generated tend to be low. text
