Summary:PT Dirgantara Indonesia (PT DI) is one of Indonesia’s State-owned Enterprises in the aircraft manufacturing industry. One of the activities in PT DI is custom tool production which uses the in-house capacity and outsourcing capacity. The activity is done by Department of Tool Manufacture and Services (TMS) of PT DI. The users of custom tools nowadays often experience problems in custom tool availability. Custom tools are often unavailable at the time when it is needed. There are a lot of factors that could cause the unmet deadline of a custom tool production. One of the possible root causes that does not involve major investment and is still in the area of TMS Department is the lack of due-date based capacity planning method in TMS Department. An analytical capacity planning method in job-shop production system that applies make-to-order policy is suggested to solve the problem in TMS Department. The analytical method is done by solving a mathematical model that has been modified based on the real condition of PT DI. This method, however, takes a long time in constructing the solution and only accommodates the aggregate planning function. This shortfall can be overcome by suggesting a heuristic procedural method that could be adapted in the form of a prototype of the capacity planning application. The suggested heuristic method produces a higher production cost than the analytical method by an average of 8,8%. However, the heuristic solution has been composed to accommodate the scheduling function so that it can be implemented in TMS Departments realistically. PT DI needs some strategy in adapting the suggested heuristic method such as improvements in outsourcing policy, improvements in standard time, and construction of the heuristic method application prototype. By applying those strategies, PT DI would get the optimum result in implementing the suggested heuristic capacity planning method.
