Wamena Airport is a high elevation airport that has characteristics such as complex terrain, high elevation and high air temperature, as well as changing weather conditions. This airport has rising accident rates. This thesis objective is to study Garuda Indonesia flight operation by considering flight safety. Aviation safety analysis was conducted based on historical studies of accidents and incidents that have occurred using the Threat and Error Management (TEM) method. Based on the TEM method, factors that most often occurred in accident can be identified and recommendations can be provided to improve the safety of flight operations. The study showed that weather is the most frequently encountered factor in accidents and incidents. Weather conditions such as limited visibility, presence of wind and rain, caused flight crew to make errors that resulted in accidents or incidents. The cause of aviation accidents at Wamena Airport can be overcome with using RNP system. Operation analysis of aircraft that can be operated is based on analysis of the frequent cause of the accidents. Beside the cause of the accident, the aircraft’s performance for take-off and landing, fuel and payload limitation are also under consideration. NAVTECH software is used to simulate and determine the weight of fuel and maximum payload that can be carried by the aircraft on some flight routes. Maximum take-off weight and maximum landing weight for B737-800 and ATR72-600 aircraft are determined using the chart in aircraft’s manual, while CAFM software is used to determine CRJ1000 weight. Operation in wet conditions and the presence of obstacles in the area around the airport are also under consideration. Based on the studies that have been carried out, it is recommended to use B737-800 aircraft for Garuda Indonesia flight operations at Wamena Airport. text
