Summary:The land information system is necessary as part of the planning, development, and control of land resource usage. Completeness of data and land information stored will support the government in decision making especially in the implementation of land administration function which includes land tenure, land value, land use, and land development. The construction of land information systems is supported also by institutional arrangements and land policy applied. In Indonesia, the institutional information system is still weak. One of the causes is the low level of coordination between institutions in carrying out principal tasks and their functions in the land field. This is the background in conducting institutional analysis as an effort to parse institutional problems with the method of stakeholder mapping. Analysis is conducted on the main tasks, functions, and position of institutions in the government structure of Indonesia. Based on the identification of stakeholders in the management of land information systems, the government agency that has the function of 18 institutions with the description 13 related to land tenure, 10 related land value, 15 related to land use, and 8 related land development. There are 5 institutions as the leading role of the Ministry of Agrarian Spatial/National Land Agency, Ministry of Finance, Ministry of Environment and Forestry, Geospatial Information Agency, and district government (province/regency/city). From the results of institutional analysis, the Ministry of ATR/BPN became the main institution in the management of land information because it has the dominant function. However, the Ministry of Agrarian spatial/National Land Agency has limitations when combine land information from other ministries/institutions.
