Summary:The national defense industry is one of the spearheads of a country's efforts to develop a defense system independently. Fostering the domestic defense industry has major significance in relation to the mandate contained in Law 206 Number 16 of 2012. The mandates are: to create a professional, effective, efficient, integrated and innovative defense industry; realize independence in the fulfillment of prisoner and security equipment; and increase the ability to produce defense and security equipment, and maintenance services that will be used in order to build reliable defense and security forces. In order to realize the defense industry in accordance with the mandate of the law, three important elements in the industry cannot be released, namely Process-People-Technology. Systems engineering process, a product development process that is done iteratively, focuses on the specifications that the user wants, and can be run multidisciplinary in the same phase. Performed iteratively throughout the design process lifecycle from concept design, initial design to detailed (final) design and maintained tracebility between outputs in one stage to the previous stage. In the implementation of Systems Engineering, industrial processes are expected to be able to meet the aspects of Quality, Cost, and Delivery in the acquisition process. The application of the System Engineering Process to the defense industry as it has been applied to industries in developed countries, such as Korea, China etc., will be able to realize the mandate of Law 206 Number 16 of 2012. Framework Systems Engineering Process as a result of the development in this Thesis provides a complete picture of the process that must be carried out from the initial phase to the final phase of product development. The development program planning process and the technical / engineering process stages are clearly illustrated followed by technical review gates that will ensure the tracebility of data output processes to the previous stage process. The Systems Engineering Process Framework as a result of the development in this Thesis can make a significant contribution in enhancing the capability of implementing the National Defense Industrial Systems Engineering Process in developing key weapons system tools so that it will ultimately be able to increase professionalism, effectiveness, efficiency, innovation and make the national defense industry world class.
