ACCIDENT COST ANALYSIS INVOLVING MOTORCYCLE IN BANDUNG

Many developing countries like Indonesia have a serious road accident problem. Traffic accidents data in 2017 was recorded 103,228 cases that resulted in 30,568 fatal injuries, 14,395 serious injuries, and 119,945 slight injuries. The total cost of road traffic crashes in Indonesia for the year 2017 is more than 1,58% of the Gross Domestic Product (GDP). Various attempts have been made to reduce the number of traffic accidents. One of the parameters to perform a cost-benefit analysis of road feasibility program conducted the necessary value of accidents cost. The purpose of this study ware to calculate the value of VoSL, the unit cost of casualty and accident costs involving motorcycle in Bandung using InDeV (2016) method with 3 approaches to calculation, there are restitution cost, human capital and willingness to pay. The value of VoSL is obtained by interviewing motorcycle users for willingness to pay with safety equipment. The components of casualty unit costs are medical cost, cost of visiting victims at the hospital, loss of productivity, human cost and funeral cost. Human cost of fatal injury is obtained from the value of VoSL minus consumption lost and human costs of serious and minor injuries are obtained from the percentage of VoSL value. The components of accident cost are the costs casualty with the additional cost of property damage, administrative cost, and congestion cost. Based on the analysis, it is known that the VOSL for fatality in a road accident was estimated at IDR 2.3 billion. The unit cost of fatal injury is IDR 3.08 billion, serious injury is IDR 333 million and slight injury is IDR 24.9 million. The unit cost of the fatal accident on arterial roads is IDR 3.23 billion, the serious accident is IDR 451 million and the slight accident is IDR 114 million. The unit cost of the fatal accident on collector roads is IDR 3.16 billion, the serious accidents is IDR 381 million and the slight accident is IDR 69.4 million. The unit cost of the fatal accident on local roads is IDR 3.09 billion, the serious accident is IDR 338 million, and the slight accident is IDR 29.8 million.
