Summary: | The construction sector has a large impact on the environment other than
economically and socially. Since being formally introduced in 1990 as the
construction industry's response to environmental issues, the trend of green
building in the world has increased in the last twenty years. Various countries,
including Indonesia, have sought to adopt green buildings as a practical
standard, and attempts have been made to perform green buildings certification.
There are hundreds of green building rating systems that are part of the green
building certification used throughout the world.
It is widely accepted that important aspects of sustainable development since
being defined in 1987 in the Brundtland Report are environmental, economic and
social aspects. Further advances of sustainable practices in the construction
sector introduce notion of green development, and particularly green buildings.
However, numerous scientific publications and policy documents report widely
varied meaning of green buildings across countries, or even among stakeholders.
This variation has created a problem of legitimacy and acceptance of green
buildings. Some recent publications have criticized the notion of green building,
as it tends to emphasize environmental indicators and propose to include social
and economic aspects, as a widely accepted concept of sustainable development.
However, this proposal introduces another difficulty in theoretical solidity.
This study aims to obtain an overview of green building practices, as a
technological innovation that introduces unusual practices, in Indonesia. Aside
from its practical and social importance, the main building of the Ministry of
Public Works and Public Housing (PUPR) was chosen as an empirical case study
due to its theoretical relevance. This research is a qualitative study combined with
the concepts of actor-network theory (ANT) to guide the research design. The
main data was obtained from interviews with six informants consisting of
planners, government officials, contractors, and building managers who were
directly involved in the construction and management of the main building of the
Ministry of PUPR, as well as relevant green building assessors. Other data

obtained from validated electronic documents. The obtained data is then coded
and processed using the "composing the collective" framework.
The search results show that there was a crucial period in the process of
construction the main building of the Ministry of PUPR, when there was a major
change in the design of the main building. This change is influenced by global
actors, namely carbon dioxide (CO2) gas in the atmosphere. CO2 levels in the
atmosphere make many heads of state agree, through the Kyoto Protocol, to
reduce their emissions. The convension changed the conception of
environmentally friendly buildings which became better known as green
buildings. This change in conception changes the focus of the design goals which
in turn changes the design of the physical building structure including the use of
unusual materials and techniques. The "composing the collective" framework
maps various actors consisting of humans and non-humans involved in the design
of the main building. This research discuss the issue of bringing green building
technological innovation into a democratic composition of a collective, chiefly by
introducing ANT in the building design process. It also seek to improve both
