Summary:The phenomenon of flooding and inundation always occurs every year in the rainy season in most parts of Indonesia, especially in urban areas. This is influenced by human activities that are not friendly to the environment as many absorption area the function of land already change. The impacts of changes in land use from green open spaces to developed areas will affect the ability of soil water absorption along the watersheds, causing both flooding and social or material losses. One of the factors that caused the magnitude of loss due to flood disaster is the people have not had enough time to save themselves and the their possessions. Early warning is the first step of immediacy to decrease victim and property. Early warning system becomes critical connection between actions in immediacy with activity emergency response, so that people can be more prepared if the flood will come. So that it can minimize the losses because the longer the warning time then the fewer losses are experienced. This research aims to determine the effect of land use change on discharge peak, time peak, and early warning time in the Upper Citarum. In order to see the influence of the land use change in this study models using the MIKE SHE program. The results showed that at the Citarum Upper had undergone a change in use of land from 1990 to 2016. Changes in land use have been caused enhancement the value of the surface flow coefficient (C), and flood discharge. Additional warning times are obtained between 20 minutes to 45 minutes.
