Summary: | The Sustainable Development Goals (SDGs) are a global agenda for the year 2030 set by 193 countries in the world at the 2015 United Nations Sustainable Summit, including Indonesia. SDGs has 17 goals, 169 targets and 241 indicators. Meanwhile, Indonesia adjusted the SDGs according to the direction of national development, so there were 391 indicators of Indonesia’s SDGs. A total of 9 goals, 14 targets and 22 indicators in Indonesia’s SDGs are land-related. Therefore, integrated land management is needed to achieve Indonesia’s SDGs that supported by the availability of integrated land data and information. A multipurpose cadastre is a land information system that integrates land administration functions, including land tenure, land value, land use, and land development. A multipurpose cadastre can be an efficient tool for providing complete, fast, and accurate land information needed for land management. However, the cadastre system implemented in Indonesia is still conventional by separating the functions of cadastre according to its specific purpose. This can make inappropriate decision making, difficulty in resolving land disputes and increase the corrupt behavior that can hamper the achievement of Indonesia's SDGs at the end. This study discusses how to develop a multipurpose cadastre in Indonesia through strategy design by using a SWOT analysis (Strengths, Weaknesses, Opportunities, and Threats). SWOT analysis is carried out by identifying and analyzing internal and external factors, developing strategies through the SWOT matrix, and designing a scenario and models refer to technical, institutional and legal aspects. Based on the SWOT analysis that has been done, there are 9 (nine) strategies that focused on: (1) Increasing the use of supporting infrastructure systems, (2) Developing the legal framework through Land Law, (3) Planning for the Indonesian cadastre vision, and (4) Adjusting the condition of the cadastre system based on the needs and priorities. |
