Summary:According to Law No. 10 of 2009, tourism is a activity that is supported by facilities and services, the providers which are the community, entrepreneurs, government and local goverments. Tourism is a promising sector because it is able to be a contributor to GDP, a contributor to foreign exchange, as well as open job vacancies that are easy and inexpensive. Semarang City is the 10th best national city in the Yokatta Wonderful Indonesia Tourism Award event. Besides that Semarang City has now transformed itself into a Tourism City after previously declaring itself as a City of Commerce. The city of Semarang is improving in terms of tourism, it prooved by the allocation of tourism funds which increased by 47% in 2018. One type of tourism is educational tourism, it is an activity where tourists can visit tourist sites to get direct learning at the tourist attraction concerned. Management of educational tourism is important to get attention, because educational tourism can provide the benefits of knowledge, awareness of history, awareness of cultural roots, foster a sense of patriotism, encourage the growth of the creative economy of the region, etc. Educational tourism consists of several types, one of the examples are tourism to universities. Educational tourism visitors can come from various backgrounds, one of them is high school students. The need for educational tourism for high school students based on preliminary research is to provide insight into further study levels. The urgency of this need is reinforced by the fact that there are still 87% of college students who get in the wrong majors. To increase the interest of educational tourism, a case study of high school student preferences on educational tourism in the city of Semarang will be carried out. Data were collected using a questionnaire and processed using the Rasch model. The results of this study in the form of educational characteristics for the high school students level and travel package patterns for the high school students level.
