READINESS STUDY OF IRRIGATION MODERNIZATION IN CISADANE IRRIGATION AREA, TANGERANG DISTRICT, BANTEN PROVINCE

The Cisadane Irrigation Area which has an area of 22,441 Ha, is located in Tangerang District, Serang District, and Tangerang City, Banten Province. The condition and capacity of the irrigation has decreased due to siltation on the carrier channel, damage buildings and inadequate Operation & Maintenance and the issue of the conversion of irrigated land into industrial areas, housing, and the Soekarno-Hatta International Airport area. Calculation of water requirements, water distribution schedules, and implementation of information systems that are still manual, planting methods are still traditional, lack of coordination at irrigation management level due to division of authority, and limited human resources make implementation of activities in the field less. Therefore it is necessary to develop an effective, efficient and sustainable participatory irrigation system, namely irrigation modernization. Rapid assessment in the form of Rapid Appraisal Procedure (RAP) on each pillar resulted in the value of pillar 1 (water availability) of 79.25, pillar 2 (facilities and infrastructure) of 61.49, pillar 3 (management system) of 61.21, pillar 4 (management institutions) of 78.26 and pillar 5 (Human Resources) of 30.7. The Irrigation Modernization Readiness Index of Cisadane Irrigation Area has a value of 60,6 with the title "sufficient", so that the implementation of irrigation modernization is postponed and needs improvement for 1 to 2 years. The result obtained from the Analytical Hierarcy Procedure (AHP) analysis of the irrigation modernization pillar to determine the priority of the application of the pillars towards irrigation modernization in the Cisadane Irrigation Area is the Management Pillars which is the top priority, followed by the Pillars of Human Resources, Pillars of Management Systems, Pillar of Advice and Infrastructure, and finally the Pillar of Water Availability.
