Summary: | The utilization of information technology on procurement in ITB must support the Tridharma Perguruan Tinggi. Procurement is a cooperative work area that involves many parties from the stages of planning, selection of suppliers, to the implementation of the work. Digitalization of procurement changes the process of coordination and transactions between the actors in the procurement. To review the transparency and market access of e-procurement, the author used qualitative research techniques by observing the procurement in ITB. The cooperative work of procurement often crosses place and time. The Information technology have been developed to facilitate cooperative work across time and space. Regarding the concept of Computer Support Cooperative Work (CSCW), e-procurement should be an information technology development to facilitate a wider common information space.
The purpose of this study is to determine transparency and market access to e-procurement at ITB through a study of the concept of Common information space (CIS). The search for entities involved in cooperative work is carried out through the perspective of Actor Network Theory (ANT), which focuses on calculation and framing of entities for each activity in the stage of procurement. Based on the result of the ANT analysis, there are spaces that shrink due to meeting boundaries between procurement actors to avoid any collusion between procurement actors. The addition of features that increase access of information and access of learning for procurement actors in real time are solutions for the shrinking of common information space. The development of e-procurement systems in the context of transparent procurement goals and increasing market access can be achieved by creating a wider common information space. |
