Summary:The General Meeting of Shareholder in every year has approved the work plan and budget of the company which is set an investment program for development or routinely included in the key performance indicators. The investment program for the company is carried out through development such as infrastructure building terminal, runway, or other supports to operate the airport that makes it as production tools that generates revenue. The production tools that generated revenue, processed through the procurement, with comply to the company rule that refer to guidelines of state-owned enterprises, so that, the faster procurement process and work process completed, the potential revenue recorded. The problem is, absorption of investment program in recent years has not achieve the target. The delay in the procurement process and duration of the completed, start from the tender request until the appointment issued is the topic of author's analysis. The analysis process is carried out on every stage of the business process using the open e-tendering method that is currently running, because this method is the most commonly used that must meet the principles of procurement, and conduct research using the Lean Six Sigma approach. The lean and six sigma synergy for procurement process produces "speed" of lean, and "quality" required by six sigma. Analysis is done by identifying the potential waste using lean, things that caused ineffective process, and DMAIC concept in determining, measuring, analyzing problems, improving processes and reducing problems, and control improvement processes. From the results of the research, an increase was made in each process which increased at the time, originally spent an average of 65 working days, to 25 working days. The speed and quality of the procurement process will facilitate the achievement of investment absorption targets as well as the immediate start of the work to create the production tools.
