Summary: | National road sections that have been used and operated will encounter deterioration in conditions and quality, so that it decreases the function of a road in achieving Minimum Service Standard required. The problem that occurs in national road maintenance activities is the limited budget available for maintenance, one of them is occurring in Banten Province. The government has provided a method of priority determination of road maintenance but it only uses technical criteria. The present research attempts to develop a method of priority determination of road maintenance by adding functional criteria. The method of determining priorities in this study uses TOPSIS (Technique for Order of Preference by Similarity to Ideal Solution), while the criteria and the indicator of measurement are obtained through the review of Regulations and the interview of experts.
Based on the review result, two criteria and eight indicators of measurement were obtained. The first criterion is technical criterion consisting of indicators such as (1) International Roughness Index; (2) Pavement Condition Index; and (3) Volume Capacity Ratio. Besides, the second criterion is functional criterion consisting of (4) Road support towards National Activity Center, Airport, and Harbor; (5) Road support towards Special Economic Zone and National Tourism Strategic Zone; (6) National road support towards Industrial Zone; (7) National road support towards Strategic Development Area; and (8) National road support towards regional road.
The study shown that road segments with high priority value owned by road that are located or passing through cities, especially cities included in the National Activity Center of Banten Province. The location of road which is in or passing through cities has higher priority value because of some points, which are: (1) urban areas have high average daily traffic, resulting in high VCR values. (2) urban areas have the potential to be connected with more roads so the connectivity value will be higher. (3) city as the distribution flow of people and goods will support industrial zone. (4) Road sections that located in National Activity Center of Banten Province will be connected to the airport and ports because they are included in the hierarchy classification functions of arterial road. While roads segments with low

value occur on roads that are technically in good condition and less damage, besides these roads have small benefit value both in national and in Banten Province. |
