Jakarta Intra Urban Toll Road (JIUTR) accommodates the mobility of people as well as the flow of goods and services in the Jakarta Metropolitan Area (JMA). Along with the regional growth, the road networks become more crowded and as a consequence, the uplift on the mobility in JMA's road network causing the increased traffic both in toll road and the non-toll road which impacts the energy consumption and emission. Based on data of traffic report from Indonesia Toll Road Authority (ITRA), there is a hike of traffic volume from 2014 to 2018 in JMA toll road network, as well as in JIUTR. Besides, the Volume to Capacity Ratio (VCR) in JIUTR had already exceeded 1, which reveals the overcapacity of this link. Transport Demand Management (TDM) has been introduced globally as a means to extenuate the GHG emission impact as well as diminish private car utilisation. There are several strategies of TDM; however, it is interesting to highlight congestion pricing policy. This policy which well-known for managing traffic has many benefits for many stakeholders. It is also well-known as an effective instrument for improving environmental and financing public transport. This research aims to examine the implementation of a congestion pricing policy to resolve the congestion in JIUTR. In this study, the attitude of toll road user is also considered in order to understand travel behaviour. This research used stated preference approach to predict people’s preference on alternative departure time, modes and routes choice. The targeted respondents were those living in the northern and southern are of Jakarta Metropolitan Area. The obtained data then analyzed with Multinomial and Nested Logit Regression. It is interesting to highlight that when comparing the route option, the increase of travel time and cost in the toll road is more sensitive compared to its competitor. Private car users in toll road will reduce significantly when the toll tariff increase during congestion pricing policy implementation. An increase of travel time generates a little contribution of congestion in the toll road. However, public transport is more sensitive because people tend to find a faster way to go to the destination in Jakarta. In addition, the rise of travel cost is found to be more sensitive for the toll road user rather than the increase in travel time text |
