The Tanjung Emas Port, which is one of the ports in the Pelindo III working area, shows that container flows are still growing an average of 7.5% per year. The problem that arises in the Tanjung Emas Port Capacity Development Strategy is the accuracy and suitability of existing conditions and can accommodate projections of business growth. This is also based on the main problem of the Tanjung Emas Port, which is land subsidence. In addition, with the growth of land infrastructure, both toll roads and double tracks railroad, ease of accessibility to all competitors is easier. Related to this problem, this study aims to conduct an analysis and evaluation of the development of the Port of Tanjung Emas to provide a proposed capacity development strategy. This study uses several method of analysis including PESTEL, Porter's Five Forces, Demand Analysis and Competitor Analysis for external analysis. For Internal Analysis using Internal resources Analysis, Value Chain analysis, and VRIO analysis. The analysis continued with the SWOT analysis to have the TOWS Strategy, Root Cause Analysis, and Risk Matrix. The analysis then produces several alternative strategies which can then be chosen to be implemented in order to develop the capacity of the Port of Tanjung Emas in Semarang. From the results of the analysis, it was found that the Implementation of the Semarang Port Capacity Development Strategy were: 1. Increasing the Port Capacity, 2. Reactivation of the railroad at the port and 3. Activity Segmentation. Therefore, this research has contributed to the management of Pelindo III related to the capacity development strategy at the Port of Semarang, Central Java.Segmentation.
