SOCIAL EXCLUTION AT SUBSIDIZE HOUSING IN BOGOR PERI URBAN AREA

The growth of peri urban has important role to solve the housing problem in metropolitan area. The increase of urban population and the excalated land prices have made the low income minorities hard to meet affordable housing in urban area. In order to provide affordable housing for low income household, ministry of public works and housing has create subsidize housing program that involve private developers to construct the program. However, the provision of affordable housing is commonly held in peri urban areas due to the limitation of low price land in urban areas. This research was held in 3 subsidize housing in peri urban area of Metropolitan Jabodetabek. Its located in Klapanunggal district, Bogor Regency. This area has the characteristics of peri urban and has quite a lot of subsidized housing. However, the location have a chance to experiencing social exclusion since it has inadequate accessibility and has a far distance to centers of activity. Social exclusion is a concept that refer to the vulnerability in term of economic and social relationship. It can be approach from different perspective at different stage. This research posits that social exclusion can be understood by assess this concept into three substantial variable ; risk factor, condition and impact of social exclusion in context of low income society living in subsidized housing in peri urban areas. In this study, social exclusion is describe as a condition where household or group has limited opportunity to engage with their local community or any wider group. This group also have limitation in access to the services and facilities, education, employment, health services and cultural or leisure activities affected by their house decision. Housing location that to far to any activity centre and have no good connection to workplace can lead to inequality and increase vulnerability of low income people both economically and socially. To examine three aspects previously mentioned, this research use both quantitative and qualitative approaches. The collected data was analized descriptively by comparing risk factor, condition and impact of social exclusion in the 3 subsidized housing mentioned earlier. The collected data was has been explained in detail without aim to make general conclusions. The overall study indicate that the social exclusion is exist at low level levels in subsidized housing respectively selected as the object of study . However, ativ particular condition some indicator the social exclusion emerge at higher level. This study prove that accesibility play an important role to reduce social exclution in any condition. It can escalate the vulnerability of low socio economy status. Housing decision is a subtantial consumption of low income household. Subsidized housing is a program to responses the limitation capability of low income minorities to meet affordable housing in urban area. The spatial dimension of inclusion cannot be separated from economic and social dimensions. The development of housing for low income people in peri urban areas needs to be supported with appropriate policies and programs in order to reduce the possibility the social exclusion that can lead to inequality or other forms of vulnerability
