STRATEGY TO INCREASE THE INCLUSIVENESS OF PUBLIC OPEN SPACE IN PALEMBANG CITY

Urban space ought to provide sufficient public space to maintain interactions between its residents. The existence of public open space in an urban area, one of which is Palembang, holds an important role both in increasing social interactions between communities and creating public open space which all groups of people have the access to enjoy. However, there are still many people with disabilities and elderly who cannot play an active role in the society due to the lack of facility provided which leads to a problem of inclusiveness. The purpose of this study was to identify the level of inclusiveness of public open spaces in Palembang, namely Benteng Kuto Besak, Kambang Iwak and Jakabaring Sport City. The research method used was quantitative descriptive, with primary and secondary data collection. Primary data was obtained from observations and questionnaires to see public perceptions and preferences regarding public open space, while secondary data from theoretical and normative review of public space. The analysis technique used in the study was the Good Public Space Index (GPSI), crosstab analysis and descriptive analysis. The results obtained were that the level of inclusiveness of public open space in Palembang is still low for people with disabilities and elderly. Some facilities are lacking in some aspects as they have not been maximized. The worst aspect is the accessibility, which is one of the factors causing the low level of inclusiveness in public open space in Palembang. From the existing problems, a strategy was formulated to increase the inclusiveness of public open space in the city of Palembang based on community perceptions and preferences as well as from the results of the analysis. One strategy that can be carried out for the three research sites is to increase accessibility in public open spaces by providing special route for people with disabilities and improving pedestrians or sidewalks around public open spaces.
