Village crosses vital areas in this village inhabited by many residents. Overall, the length of
the Lembang Fault is 29 km with a potential earthquake strength of 6.5-7 Mw in the future
and the recurrence period is 170-670 years. Disaster-based spatial planning is one of the
mitigations' efforts to reduce the risk of earthquake disasters. Land use planning as the
primary tool to reduce the risk of a disaster and the essence of risk-based planning is the
ability to describe various levels of risk as acceptable, tolerable and intolerable and to link
them with appropriate land-use policies. This study aims to determine the consideration of
earthquake risk-based planning approaches in spatial planning. The analytical method used
is the Risk-Based Planning Approach, this method is used to assess the risk of earthquake
disasters, determine the perceptions and participation of people affected by the Lembang
disaster in an effort to reduce the risk of a disaster. The community perception itself is
obtained through FGD with community groups consisting of adolescents, adults, and the
elderly. In addition to the RBPA method, the analytical method used is descriptive
qualitative and quantitative analysis methods. Based on the results of the analysis, it was
found that the level of earthquake risk in Pagerwangi Village reached level 15 (colored
orange) from the range of 0-25 so that land-use planning can be tolerated with strict permits
and mitigation. Consideration of earthquake risk-based planning approaches in spatial
planning has not been considered in the policies listed in Regional Regulation No. 2 of 2016
and Lembang District RDTR. This can be seen in the policies for the 250 m corridor to the
left and right of the Lembang Fault. The problem that occurs in Pagerwangi Village is that
most of the community houses do not have a building permit (Izin Mendirikan Bangunan)
and the involvement of potentially affected community groups has not been involved by the
local government related to disaster risk reduction. |
