| Summary: | The emergence of conflict in planning urban area needs to be considered as one of the
things that can make changes in the process of implementing an area's planning. In regional
planning, the behavior of the stakeholder authorities can have a significant impact on decision
making in carrying out the development of an area. Interaction between stakeholders that indicates
a conflict can have implications for the failure of spatial planning. This conflict needs to be
responded in conflict management which can be recommendations for stakeholders in
implementing spatial planning in the development area. Industrial estate development, as a form
of regional development that involves many stakeholders and uses large land resources, comes
equipped with various problems that are formed not only from the regional development process,
but also problems that arise due to the interests, power, and authority possessed by each
stakeholders. With reference to the spatial planning theory, institutional theory, conflict theory
and conflict management, as well as applicable laws and policies, this study explores conflict
management in the planning of industrial estate development area, with a case study of industrial
estate development in Subang Regency with ex-plantation land owned by PT Rajawali Nusantara
Indonesia, by identifying institutions and interactions between institutions involved, conflicts that
arise, and conflict management in the development of industrial estates. By using conflict
management analysis and looking at the conflicts that have occurred and conflict management
that has been carried out by the stakeholders involved, conflict management strategies are
developed to produce solutions that can benefit all parties. With the identification of various
polemics and how the conflict management recommendations are, this study emphasizes the need
for conflict management by stakeholders in implementing spatial planning in the development of
the region, especially industrial estates in Subang Regency |
