Summary:The rapid development of tourism in Pangandaran Regency has an impact on the emergence of government policies for the arrangement of tourism area on the West Coast. This has an impact which is on the relocation of fishermen settlements living in the area. The resettlement program in the coastal areas will have an impact on changes in access to community livelihood assets, especially for fishermen communities. This study aims to describe the implementation of the resettlement policy of the fishermen community related to government programs in the framework of arranging one of the tourism areas in Pangandaran Regency. This study uses descriptive quantitative and qualitative methods based on questionnaire data, structured interviews, in-depth interviews, and observations. The variables studied include physical assets and social assets. This study was conducted in Parapat Village, Pangandaran Village. The method of random sampling and purposive sampling were used in this study. Data analysis was presented in a comparative descriptive form. The results showed that there were 8 stages in the resettlement process that involved various parties from each of these stages, including the central government, district governments, village governments, and fishermen organization. Other than that, there are issues that trigger the problems from each of these stages. In terms of livelihood assets, there is a decrease in access to physical capital, namely fishing ports, while from social assets there is a change in the activities of mutual assistance, where after being resettled the frequency of mutual assistance undertaken by the majority of respondents is reduced. The planning of arrangement of the tourism area in Pangandaran Village is still implemented partially in which the related regional work unit are still carrying out the development in their respective fields and there is no planning which involves all stakeholders.
