| Summary: | Infrastructure development which is now conducting in the present governance is demanded to be conducted faster to support the economy development. However, in its practice, the infrastructure development meets many problems in its implementation of land acquisition; one of them is land acquisition for toll road development. The implementation of land acquisition, which takes long time, needs to be evaluated in order to find the problems and the factors that influence the realization of land acquisition.
This present research focuses on evaluating the performance of land acquisition on land acquisition of Serang - Panimbang toll road and land acquisition of Cimanggis - Cibitung toll road by using compliance evaluation criteria with indicator of the successful implementation process which is in accordance with regulation and procedure of land acquisition and effectiveness evaluation criteria with indicator of timeliness of land acquisition implementation referring to regulation and procedure of land acquisition. Regulation and procedure of land acquisition used are Law of Land Acquisition Number 2 of 2012, Presidential Regulation Number 71 of 2012, and Presidential Regulation Number 148 of 2015. The analysis of this research is done by using descriptive-qualitative method.
Based on the evaluation result of land acquisition implementation on compliance criteria, it shows that the realization process has been done in accordance with the procedure. The research result reveals that the problems come from the effectiveness criteria in which there are several activities which are not in timeliness. Therefore, from performance evaluation of land acquisition implementation, the factors that influence the success of land acquisition implementation are found namely communication, human resources, financing, and prevailing regulations. In addition, the characteristics of community who get the effect of present development and policy condition also influence the success of land acquisition implementation. |
