The development of the city infrastructure often causing various conflicts and problems in the city. Jakarta, Indonesia capital city, has been experiencing a quite rapid infrastructure and transportation development until the end of 2016. Becakayu overpass is an infrastructure which continued in 2015 after having delay over 18 years. This construction process gave negative impacts to the surrounding settlement such as road widening, loss of green space and the possibility of creating passive space on the riverbank under the overpass. At the same time, the city is being transformed into healthier cities. It’s seen from the goverment program like RPTRA (Child friendly Integrated Public Space) and Transjakarta busway network expansion as one of the backbone of public transportation in Jakarta. From these issues, the question is how the arrangement of the area can reduce the negative impacts of the city development, maximizing the potential of the space and the city's transportation, without set aside the local settlements community and make it more vibrant and livable. This phenomena is resulting the need of an arrangement which focusing on the livability of the environment that include physically, social, economics, environmental conservation. The settlement arrangement should be implement the concept of city and region vitality which well known as sustainable neighbourhood concept. Purposes of this thesis are to design and improve the quality of neighbourhood by creating creative facilities as the basic idea of development and implement the sustainable neighborhood concept.
