reach the public facilities. The regulation of (Permendagri) the Secretary of the Interior No. 23/2006
of Technical Guidance and Procedures of Fixing Clean Water Tariff in Regional Company of Clean
Water (PDAM) states that the tariff of PDAM must be fixed by paying attention to Reach and Equity
Principles. The equity here means that all societies are imposed with the tariff based on their
prosperities to pay and the water volumes that they may consume, also the supply may be
accessible by low-income people. Consequently, the fixing must meet with their conditions in
Bandar Lampung. The formulation of study cases is that whether customer and consumption
groups and the tariff have met their conditions in Bandar Lampung today.
Customer and PDAM water consumption groups are analyzed using ratio analysis, ratio of
Bandar Lampung Mayor’s decree No. 09/2004 and the actually conditions in field. In addition, the
chi-square based association analysis is included: phi and cramer’s v to identify factors with highly
strong-relation as determinants of customer groups and water consumption levels. Also, the PDAM
tariff is based on reach and equity principles.
The result of research perceived is that the customer and water consumption groups
based on the regulations in effect still have discrepancy with their conditions in Bandar Lampung.
This congruity shows the equity beyond the reach in fixing the PDAM tariff. The water tariff and
installation costs haven’t been able to be afforded by the families with the Provincial Minimum
Income as well.
Due to this incapacity to the tariff for the families with low incomes, this research proposes
possible efforts to achieve the equity for PDAM’s costumers in Bandar Lampung. PDAM give three
recommendations: rearranging data of PDAM’s customer groups once per 5 year in maximum so
the congruity among tariff groups may be identified, improving tariff fixing so the people may afford
it and enhancing PDAM facilities in Bandar Lampung. |
