Summary:An economic development causes a more crowded activity in Indonesian waters. The impact of this activities in water is that ocean’s ecosystem tends to be more vulnerable to disruptions. The need of a sustainable action is significant to preserve the ocean environment by conducting field observation and other actions. One of the potential disruptions is the oil spill phenomenon. Some of the Indonesian waters are stated as Marine Protected Area (MPA) as an effort to preserve the waters area. Island of Pari in Kepulauan Seribu located in north Jakarta, one of the island which oil spills can be found, is one of the so called MPA. Geographic Information System or GIS for an oil spill coastal vulnerability index map is created as a spatial information to determine strategic arrangements for minimizing the impact of the oil spill In Pari Island area. The making of the vulnerability index referring to Environmental Sensitivity Index Guidelines is created by National Oceanic and Atmospheric Administration. The map is created by overlaying a coastline map, an area map by depths and habitat map. The spatial analysis of the oil spill source shows that the area around the edge is an area with normal or moderate vulnerability. The shallow water area consist of invulnerable and vulnerable index because existence of sea grass population. All of the goba areas is the most invulnerable area. The coastline area have various index, 38% from 14,5 km of the Kepulauan Seribu coastline is a very vulnerable area, 24% of the coastline is vulnerable and 38% of the coastline is moderate. Based on 8 source location, 6 location located in east Pulau Pari, this location become the most potencial location in transition season 1, east wind season, and transition season 2.
