Klungkung Regency consists of 4 sub-districts and consisting of 3 sub-districts in the mainland and 1 sub-district in the archipelago. In 2017 the population in Klungkung Regency reached 131,230 people and received 378,894 tourists from various parts of the world. Increased activity will be directly proportional to the increase of solid waste generation which currently reaches 63.6 tons / day. Klungkung Regency has 3 alternatives of final waste processing, they are processing to Bangli Regional Landfill, build a new landfill, and processing waste in TOSS (Local Waste Processing Facility). Selection of the best alternatives done by Analitical Hierarchy Process (AHP) with 4 criteria, environmental, economic, social, and technical. Alternative processing of waste in TOSS is be the best priority with an assessment weight 0.47. Analysis of the ability and willingness of citizens to pay for waste services as a source of financing for TOSS operation is done by CVM (Contingent Valuation Method) analysis. The ability to pay for waste services to residents of Klungkung Regency is Rp. 7,100,00 – Rp. 14,200,00 while the willingness to pay for the existing service is Rp. 6,370.00 and improvement services for Rp. 7,960.00. Factors that affect the willingness to pay for waste management services significantly is knowledge of waste management and the level of satisfaction with the existing waste management
